Note 1: I think conference program committees should not remain (more or less) unchanged year after year.  Therefore, for any workshop or conference, I accept PC member invitations at most three years in a row.

Note 2: In many SE conferences, the amount of accepted papers co-authored by PC members is supringly high. Every time I have submitted to a conference, the PC of which I belong to myself, I have felt unconfortable, despite the fact that the reviewing of my submissions is naturally invisible to me. Therefore, some time ago (2008) I decided to no longer submit to conferences or workshops if I belong to the PC.

Note 3: We have been studying the practises used in software engineering conferences for paper evaluation, esp. focusing on analyzing data related to PC memberships. More information on our findings can be found here.
